On Tuesday, an FCC-sanctioned team of techies landed in Houston, ready to set up a low-power radio station that would keep the Katrina evacuees housed there informed of the relief effort.

41273505_189e3ed47d.jpgBut even before the radio crew set foot in the Astrodome, the local paper-pushers have been working overtime to scuttle the project.

First, they demanded that the team come up with 10,000 portable radios before they could begin their broadcasts. No sweat: by Wednesday, the crew had Sony and Democracy Now ready to provide the gear.

So then, volunteer Jacob Appelbaum tells us, the bureacrats came up with more reasons -- or really, non-reasons -- why the radio station couldn't go on-air.

Rita Obey is the person that told Austin Airwaves they had to have 10,000 radios before they could broadcast. We purchased a number of radios and while we’ve had some issues with this, it was just a meaningless golden egg. We called her bluff by getting the radios lined up to be purchased and they threw something else out.

At 16:29 (CST) today, RW Royal Jr. Incident Commander of the JIC (Joint Information Committee) has denied Austin Airwaves the ability to run the emergency low power FM radio station inside of the dome. This is contrary to the FCC licenses that have been issued to Austin Airwaves. However, R.W. Royal Jr. is a member of the JIC. He has decided to deny the request. When they asked why they were being turned down, they were told that the Astrodome could not provide them with electricity. When the Austin Airwaves team offered to run on battery backup, they were still denied.

This is an OUTRAGE.

The people on the ground I spoke with personally asked me why I was there. I told them that I was with a group helping to bring emergency radio information to them. Broadcast from right inside the dome. Those people were overjoyed to hear that they would get a radio station with emergency information, with information on job interviews, food, housing, lost children, found person, clothing and other important information. It breaks my heart.

Why has this man denied this? Why is the government going out of its way to stop us from helping people?

Why? Here's a hint.

THERE'S MORE: Of course, the ones at the Astrodome are lucky. In Oklahoma, evacuees have been herded by FEMA into what appear to be detention camps.

FEMA will not allow any of the kitchen facilities in any of the cabins to be used by the occupants due to fire hazards. FEMA will deliver meals to the cabins. The refugees will be given two meals per day by FEMA. They will not be able to cook. In fact, the "host" goes on to explain, some churches had already enquired about whether they could come in on weekends and fix meals for the people staying in their cabin. FEMA won't allow it because there could be a situation where one cabin gets steaks and another gets hot dogs - and... it could cause a riot. It gets worse.

He then precedes to tell us that some churches had already enquired into whether they could send a van or bus on Sundays to pick up any occupants of their cabins who might be interested in attending church. FEMA will not allow this. The occupants of the camp cannot leave the camp for any reason. If they leave the camp they may never return. They will be issued FEMA identification cards and "a sum of money" and they will remain within the camp for the next 5 months

Mr. Skinner,

First of all, those "geeks" were not trying to install a cell phone system, but a low powered radio (as in Marconi or Tesla) system. So maybe you got it wrong.

As for the Close Combat Badge: When soldiers fight an enemy in close combat, they use rifles, pistols, grenades, and bayonets. If you take the rifle and the pistol away (they are already used in the infantry and military police insignia), you are left with grenades and bayonets. This badge is greatly deserved by soldiers who are not in the infantry and have had contact. Now you are going to tell me that since our Kevlar helmets are similar in design to the old German helmet, we pledge allegiance to the SS. You will probably overlook the superior protection design it provides. Personally, I am glad I am not wearing the old Steel-Pot anymore.

So if it is inhumane to keep people in NO due to the contamination, lack of running water,etc, what do we do with them? If the government left them there, you would be saying that the President is trying to kill them with disease. If the government evacuates the city (please note that it is the Democratic mayor of NO that ordered the mandatory evac), you say that the purpose is to ethnically "clean" the city. What is the right way to do it Mr. Skinner? Please give us your well-thought, comprehensive plan.

Don't worry about FEMA help Mr. Skinner! The government cheese will flow freely. People who lost everything will get help, people who didn't loose a thing will also get some. So when we learn that a lot of people got aid illegally, please do not complain about how the gov waste your tax money. You do pay taxes, don't you Mr Skinner?

Don't blame the Republicans for Eminent Domain. It was your liberal-dominated Supreme Court who blessed the whole thing. So much for you libs being for the little guy...

Finally Mr Skinner, I am happy to meet you here from time to time and call your B.S. Please consult your local psychiatrist, your prescription ran out.

I just love ya man, you give me so many great openings, I'm really grateful, please, please keep it up.

As before, I will bypass that you didn't get the intent of the origional message, hint wireless in not "Marconi" anymore. You arurment is just to good to ignore.

Your logic is not unlike that of the Germans (I avoid the use of the word Nazis) of 1940 when they told the Jews to get on the trains it's for your own protection. When they seperated children from their parents it should have been a clue.

But the Jewish people were if anything good Germans and wanted to obey and do what they were ordered to do. We all know where those trains went to, don't we Rey?

The Bush administration does have a love affair with wartime Germany. The recently authorized "CAB" Combat Action Badge, was first announced as the "Close Combat Bagde".

After some of us pointed out that the Army was not doing any origional thinking here, Hitler on Jan. 6,1941 issued such a badge forthe Germany Army for the same reasons and again 0n Nov. 26, 1942 he authorized a Close Combat Badge for the invasion of the United States.

The name of the award was changes but not the badge it has a Bayonet over a Grenade, not unlike the German Close Combat Badge with a Bayonet crossed over a Grenade (potato masher).

Does this sound like the "voluntary" relocation of poor black out of their homes to other parts of the cuntry, sometimes seperated from their families and even children. This has happened before, to the Cherokee, in U.S. History it has become known as the "Trail of Tears".

The Bushies are undoubly eyeing a "New", New Orlean, more white, more Republican, more infulence from oil, shipping, casinos and Wall Street. Hurrican Katrina is the end of The Big Easy. The poor should grab that two grand, it's all they are going to get.

Aid to the poor and Black of New Orleans will be like Bush's $500.00 Tax Gift. It turns out that if you were poor and didn't pay over $500.00 in Taxes you got "Squat". The recovery money for New Orleans will go like this, "If you didn't own anything you couldn't have suffered any loss." So sad, to bad.

On the other hand the recent Supreme Court decision on emanate domain works so well here. Condem the whole city, after all no one lives there any more and the sell it off at pennies on the dollar (Bushs Wall Street buddies will make a bundle on both sides of this deal) to the developers for Gentification.

The bureaucrat story is an excellent story - not really a Defense Tech story, but a very good story. They do what bureaucrats always do, and the daylight of publicity is a valuable disinfectant. Somehow, amazingly, bureaucrats acting like bureaucrats always seems to come as a surprise on the liberal side of the aisle. This, sayeth those from my side of the aisle, is wexactly hy we seek to have fewer bureaucrats in our lives.

With respect to law enforcement, that's a ddifferent dynamic. You have the collapse of the local police force (or, more accurately, a hurricane that hit a collapsed police force), law enforcement personnel from all over the map, plus troops. Guidelines and rule sets that you would expect in a normal law enforcement situation aren't there, and everyone is on a different page. Some still see themselves in disaster mode/ looter mode. Some don't. Meanwhile, evacuations are continuing, blurring the lines.

Under these circumstances, the stuff described by Brian Williams in the Talking Points Memo link is, again, 100% predictable. Good individual judgment, distributed broadly enough, is the only thing that holds stuff together under these circumstances. And it will not prevail 100% of the time.

There is an socio-organizational dimension to the defense tech field... and if DefenseTech.org is going to cover this sort of thing, reading up on that dimension will make a big and positive difference in your coverage.

I don't think it is a problem with people learning the FACTS, it is a problem with people being exposed to nonsense the like of which you disseminate here when they are most vulnerable. It is not about censorship my friend, is about what is sensible and prudent at the time. Once these poor people are out of their situation, then you can bombard them with conspiracy theories and little green men in Roswell. Meanwhile, please keep your insanity to yourself. What meaningful information do you bring to the table, other than those kook theories of yours? Let the agencies in charge there work in the manner they prefer. If you don't like it, please set up your own refugee camp. One word of advice to your guests: Don't drink the Kool-Aid...

Whom do you think is going to rebuild Lake George's (formaly "The City of New Orleans") wireless infrtastructure, little Evles taking time off from Santas workshop?

You seem to have a problem with peoples right to know and to make up their own minds. Personaly I think those folks in the Astro Dome are far more capable of determining what's best for themselves then President Bush's political hacks and campagin flunkies that have taken over FEMA and DHS.

Hearding people into large buildings and locking the doors because they have the misfortune of being caught up in Hurricane Katrina and Federal incompentence, so they can't get out is not the way we do in things in the United States.

Keep on posting Rey, no one puts out the Administration point of view quite as well as you. Your opinions show the workings of the Bush mind in a way no body else has yet to admitt to.

Have got to comment on the discussion about the "Oklahoma Detention Camps". It's easy to cry foul and suppose that the local & state authorities running the camp are over-reacting, and this is reasonable if you think of the refugees from New Orleans as mild-mannered grandmas, helpful neighbors, etc.

But let's be honest for a moment - many of the displaced that stayed in New Orleans were inner-city blacks, the same guys that looted, raped and pillaged the city after Katrina blew through. These aren't kind grandmas, helpful neighbors and the type of people that it's easy to picture. Sure, those people will be in the group - and more than likely, they'll appreciate the security, at least until they can relax a little and collect their thoughts. I'd appreciate knowing that there's adequate police presence to ensure that I can sleep without worrying about my throat being cut in the night.

To suppose that discipline might be hard to maintain is a pretty logical assumption that is better over-prepared for than not. It's a lot easier to relax the restrictions once the group proves to be well-mannered and civil than it is to try to restore order once they've destroyed the place.

Most of the good done over the last week has been accomplished by private enterprise (in which I include both NGOs and corporations). The idea of government as the solution to all problems is anathama to me. Encouraging bureaucracy only brings us the problems we now face....

On the radio issue: Things are not quite as peaceful and serene at the Astrodome as to allow this potentially dangerous radio station to transmit there. Imagine if people like YOU manned this station, telling the citizens there that the government is out to get them, the Red Cross is stealing their money, black helicopters, greedy corporations, etc. There could be riots and anarchy. Just today there were problems with the orderly disbursement of Red Cross money there.

I suspect they are afraid of the effects of coherent action by 10+K people in response to a future impulsive, ill-considered broadcast. ("Hey everyone, rush the stage and show this general what we really think of him!")

It's a reasonable concern and I'd even agree it makes sense to throw obstacles at the project for the first week or two until the overall stable tone can be assessed but ultimately it should be allowed to happen if things don't turn too chaotic there.

It's not an "OUTRAGE" yet -- it's just prudent. In a couple of weeks it'll be an outrage if the would-be providers keep jumping hoops but don't get to deploy.

Also this is a national security issue.

The damage done to New Orleans is very similar to what a nuclear attack would do (use http://www.fas.org/main/content.jsp?formAction=297&contentId=367 and select New Orleans as a target. THen compare with sattelite photos of the aftermath).

And the response would need to be very similar: Feed and evaculate the refugees, medical attention to thousands to tens of thousands of casualties (albeit radiaton/burns compared with infectious disease). Heck, a nuclear weapon in new orleans would probably take out the levie system anyway.

If the response, at the local, state, and federal level is so troubled in this situation, we MUST make sure the next situation, be it an LA earthquake or a terrorist nuke, is handled in a vastly superior manner.

This has become way too political here. Defense industry? What's that? Sourcing blogs that use such hyperbole as: "these are the marks of repressive government, which mixes inefficiency with authoritarianism." These marks, of course, are showing respect for the deceased by not pasting their picture all over newspapers. If I had a loved one that died in the flooding, I would go out of my way to knock the teeth out of anybody publishing a picture of his or her corpse, identifiable or not. It is disrespectful and not a mark of "uthoritarianism." What kind of asshat writes something like that?
