Pain Ray, Sonic Blaster, Laser Dazzler - All in One

For a while, now, I've been hearing about the Defense Department's plans to outfit a fighting vehicle with a pain ray, a sonic blaster, and a laser dazzler, too. I never figured they'd actually send the thing to Iraq, though. Project Sheriff, I assumed, would just be the military equivalent of a concept car -- a chance to see if some whiz-bang gear really worked together.

ADS_big.jpgBut the Pentagon may wind up deploying this straight-outta-sci-fi jalopy, after all. The Army just got the OK to spend $31.3 million on three deployable Project Sheriff vehicles, Inside Defense is reporting.

Right now, a "non-deployable Spiral 0 prototype" [Sheriff] is "undergoing environmental testing," according to the newsletter -- and waiting for one of the armed services to adopt the program as its own. That looks like it's happened, now. The "Spiral 1" Sheriff will equip either a Stryker fighting vehicle or a Cougar mine-fighter with the dazzler, the blaster, and the like. Oh, and it'll still have guns, too.

By combining the lethal and nonlethal technologies on a vehicle, [Marine Corps Col. Wade] Hall said a warfighter would be able to discriminate the noncombatants from insurgents by first employing the nonlethal capabilities and then progressing to the use of lethal force.

For example, if a convoy led by a Project Sheriff vehicle was moving through an urban area, a crowd may form to divert the convoy into an “ambush zone,” according to Hall.

If this were to happen, the first thing the crowd would hear is the Long Range Acoustic Device either telling the crowd to move or giving off a noise that would “bother their hearing.” Next, the Lazzer Dazzler would scan the crowd looking for a flicker from the scope of a possible sniper.

If the crowd was still in place, troops would employ the active denial technology [AKA the pain ray].

“If they try and deflect beams then we will kill them because we know what their intentions are,” Hall said. “Now I know what your intent is. I just told you to move, I just flashed some light in you that said ‘hey get away from me.’ I just put some effect on you that said ‘please move or its going to get worse’ and you continue to tell me that you have an ill intent for me and my fellow Marines. So now I will bring some lethal force to bear if it satisfies my [rules of engagement].”

In an April 7, 2005, memo, Army Brig. Gen. James Huggings, the chief of staff for the Multi-National Corps-Iraq, asked the Joint Chiefs of Staff to approve funding for the “time critical” material release, fielding and sustainment of the “Full-Spectrum Effects Weapon Systems,” the technical name for Project Sheriff vehicles.

“This will allow operating forces to exploit the psychological dilemma of adversaries who are faced with advanced precision capabilities having multiple effects mechanism that are collectively more challenging to protect against,” Huggins wrote. “This will serve to transfer the difficulties of operational complexity to the enemy, helping to allow MNC-I forces to regain the initiative in fourth generation warfare.”

Huggins proposes the Army receive eight vehicles -- four for the 18th Military Police Brigade and four for the 42nd Military Police Brigade -- and the Marines receive six.

In an April 19, 2005, response to Huggins, Marine Corps Maj. Gen. John Castellaw, chief of staff for U.S. Central Command, said the request for 14 Project Sheriff vehicles was fully supported by CENTCOM.

I like the idea of this thing, better than rubber bullets, tear gas or worse. I think one at the near by base on call for crowd control, protest escort, or that special situation maybe useful.

From my experience as a Marine, I can testify that an all-volunteer military is one of our greatest advantages. No one likes a conscripted military. The government hates to enact drafts, the officers and NCO's hate having troops that hate being there, and the draftees' peers hate getting killed because they have half-assed troops in their fighting holes. Of course, the draftees themselves hate conscription.

I think the idea of a North American canal is unreasonable with our technology. If it were reasonable, I think we would first have a national irrigation system to suppliment droughted agriculture states. This system would be far less expensive, and even this is unreasonable with our resources and technology.

I like your idea of an 'allowed looting' law that lets people loot certain things to survive. That sounds like common sense. But were the looters taking food prosecuted in New Orleans? I can't imagine a prosecutor taking that case today.

A 2000 mile long canal that has to be able to raise a super tanker over the Rocky Mountains? You are just kidding I hope. Building a fence along the border has been estimated to cost in the hundreds of billions of dollars, what you're proposing is spending the GDP of the world a few times over.

If you really want energy independence from the Middle East, develop a source of energy that doesn't require oil. We spend less than $500 million a year on researching fusion technology in this country, that's less than the cost of one Aegis destroyer (granted it is per year). Obviously we are not truely serious about energy independence. The problem is that the greens want to spend all the money we do put into researching an alternative for oil on wind and solar energy. That stuff is great for the desert or plains states, but what about the other 95% of the population of the country? The short term is the problem, of course, but if you let the short term prevent you from developing the long term solution then the long term will never arrive!

1. halt reconstruction of New Orleans...instead rebuild the entire state into the worlds largest port.

2. build the North America Canal just nort of of the southern borders of Ca. Az. NM. Tx.

3. just south of the North America Canal, a single long unified structure which the military can defend the U.S. from any invasion.

the canal must be capable of passing 2 air-craft carriers simultaneously or a single oil tanker.

this way any business that would go thru the panama canal would rather use the new North America canal instead of panama, we grow richer while china grows poorer. also with this canal, all shipping docked in the gulf port of New Orleans can make a quick get away from any hurrican. also this would permenantly end illegal immigration. china would have to cave in to our demands for a change and this is good. oil from alaska can head straighter to Tx refineries by way of the North American canal than by the panama canal. heavy protectionist tarrifs from inbound mid-east countries or other unfriendly countries can also be imposed at will. having a super port and a super canal will increase the U.S. wealth lowering taxes. having a permanent military present in both gulf and pacific ocean will give the pentagon new options to work with. harvesting oil below the gulf would permenately end mid-east oil dependance; and grant us the leaway we need to develop alternative energy.

make military service as mandatory as education is. everyone will serve including gays and lesbians. no proof that they can't fight any harder then straight people. make advanced first aid part of the motor vehicle licensing process. this will increase the number of first responders. during times of emergencies entire militarily medically trained cities populations can sufficiently take care of themselves until help arrives. in times of wars everyone would be able to contribute to the defeat of the enemy in one way or another.

finally, new laws that pop into operations during times of emergencies. allowing people to behave in a way that will allow them to survive. taking only such things needed to help them survive, but any items not of sustinence, would be grounds for the national guard or police to shoot to kill.

all in all, this will send a message to the terrorist a new attitude has taken hold of the U.S., one of expanding our personal power and finance, while theirs decrease. project our influence while theirs diminish. While china and Soviets have to come to the table to wheel and deal with the U.S. the mid-east will be locked out until they reform their radical empirialistic desires.

Can't help but notice a really nasty trend in some of the posts here.There seems to be a near fanatic
opinion that this technology would somehow be used
against u.s. citizens for anti-riot purposes.I can't
disagree more.The idea that the government would use

Jay: "microwaving and cianide (sic) gas ends in the same result", nope sorry, ADS isn't that comparable to your home microwave. The frequency is so high it doesn't penetrate more than a fraction of a millimeter.

C-Low: There's more to it than a light machine gun. Actually that part of Sheriff is pretty interesting, if they implement the full load-out on the weapon systems. The picture in the article is a VMADS, not a Sheriff. Sheriff's ADS looks different.

Mike W: It's not a "death ray truck". There's no "death rays". The laser isn't permitted to cause eyesight damage. While the article calls it a "dazzler" it's more like an LCMS, with upgrades. I'm not sure I'm supposed to discuss details of it. At any rate, make sure your mirror isn't shaped like a rifle and you'll probably be ok.

Raymond P: Um, I think you are trying to piece together a lot of Bravo Sierra you have read on the less reality-grounded web sites. Here's an experiment for you. Get an iron, set it for about 140 degrees, and tap your fingers on it very quickly. Now, if you can find the "code" that excites you or makes you hear things, let me know. The ADS technology heats the very surface layer of skin. It isn't some mind-control beam.

SolarCain (sic) won't help, except to make sure you don't get a pesky sunburn while you're out protesting. The wavelength is very small. I know from your post you have no RF background, so suffice it to say that you will have an extraordinarily difficult time screening out ADS. Metal trash can lids don't work, either.

Getting hit by something, regardless of microwave beams or a 5.56 is merely a different of whether America has to pay blood money to the tribe or not.

The enemy interprets non-lethal weapons as a sign of weakness, the Iraqis interpret a pain-zapper as something else which doesn't change the parameters of their relationship with the United States Army: if they hate us, it's just another tool of which "to oppress the dignity of the Iraqi people". If they like us, it's a tool that prevents "needless deaths".Every coin has two sides.

But as before, there's more room for error with a non-lethal, but it's offset by a commander using it too often, until you're back to square one. This relationship is similar to overuse of antibiotics until bacteria develop resistance to it.

If the insurgents get the equipment to triangulate on one of these things by emissions, then things will get interesting.

Thanks for clearing that up Mike I actually thought the US was the good guys for a minute trying to separate the "brave" hostiles hiding in the crowd from the actual innocents and lessen the number of dead innocents. And you people wonder why we question your patriotism??

But is this report really saying we are going to use it as a gun truck? That seems rather expensive not to mention in an ambush we need lots of fast firepower like a (anti-aircraft platform packing deuce stacks) not some high-powered sun tanner and a light machine gun (not shown in picture).

So if I'm an innocent Iraqi in the middle of a crowd of protesters complaining about, say, the lack of reliable electricity, and some jerk on the outskirts of our protest throws a bottle, say, at some Marines, and then those Marines turn on their Death Ray Truck and bombard us with sound telling us to leave the area and I try, but I'm hemmed in by the crowd around me and can't move and then the Marines shine lasers at us and I try to hold up something to deflect those lasers lest I lose my sight... that's a sign that I'm fair game to be shot and killed? Gosh, I can't imagine why the Iraqis hate us... and why they're going to hate us even more once these civilian-targetting terror machines are deployed upon them. Oh, and I can't WAIT until the Bush Administration is finished with their field tests of these machines and roll them out for domestic use. This technology is disgusting.
