An inversion is a layer of the atmosphere warmer than those below it. Therefore a current of rising air, upon encountering an inversion, stops rising. A cumulonimbus cloud, otherwise known as a thunderstorm, becomes significantly weakened when the rising air currents associated with it are suppressed by a significant inversion.
If a microwave generator were to be aimed into the sky, a large segment of the atmosphere within its range would inevitably become warmed, thus an artificial inversion would likely form. This phenomenom would most probably be utilized as a way to greatly reduce the likelihood of severe convective weather, which may (and has on many occasions!) caused multi-million damage to DoD facilities.
I have reason to believe, based purely on deduction similar to what I have just explicated, that exactly such a base-protection system is not only operational but has already been in use for several years now.
Nothing sinister in such a thing in itself... until those pesky civilians become aware of such a system and demand that it be a mandatory nation-wide shield. The expense would be quite alarming...

A few comments down, 'okie boy' posted a few points, and I will try to add to them.
The HAARP project (High Altitude Atmospheric Research) uses technology invented by Nikola Tesla. Basically, it is the opposite of a radio telescope: it SENDS radio waves to heat the ionosphere. At a higher frequency, these same waves can be bounced off the ionosphere as an Over-Horizon radar antenna. Raise the frequency a lot more and it is an over-horizon radio tower. The radio useage is already done with normal towers at night, known as "sporadic E-skip"...why you can pick up stations 500 miles away.
Also, UN signed a treaty banning nations from using weather as a weapon. If such a device was not already built, why would we need rules to regulate it? This technology has been around for many years. A small derivative is being brought out of secrecy here, just as the Air Force had the F-117 for quite a few years, in secret.
In a book called "Stealth Warplanes" by Doug Richardson, he tells us about a Russian aviation company with a "plasma emitter" that can act as a stealth device. Doesn't that sound like the article we read? This is known as a Tesla shielding device...used to deflect radar waves, solid objects (our article here), and move around storms.

As stated previously, I do not question that variations exist in solar output (above the ionosphere), in climate (on the level of the troposhpere), in geophysical processes or in human activity. The question lies in pursuing scientific methods to quantify the variations, and taking actions to nuture sustainability of our life support systems.

Everything from "soup to nuts" is available on the internet, in politics, and yes, even in scientific research. Thank goodness that we have the freedom to participate in debates, search for truth amongst the propoganda and disinformation (some of it federally funded), and arrive at intelligent conclusions.

An exerpt from an article in the Yankton (SD) Daily Press & Dakotan, January 21, 2006 presented the issue, based on research from a well-respected scientific institution at Boulder, CO, quite well:

"Dr. Susanne Moser, a research scientist with the National Center for Atmospheric Research in Boulder, Colo., said human influence on climate change in general is certain.

'People have run the (climate) models with only natural factors - variations in sun and volcanoes, all that stuff - and they can replicate the climate up until about 1930 or 1940,' she said. 'Then they've run the models with only human inflows. In the beginning, that doesn't look good, but it gets better as you go, especially in the last few years.'

When both natural and human factors are combined, she said it's an almost perfect match.

'That tells you we're getting pretty good at understanding that humans have a difinite influence, and it's the dominant one beginning around 1950,' Moser said.

Still, some people believe climate change is a fluke or a cycle that will turn back, she said. And just this week, six former Environmental Protection Agency chiefs faulted the Bush administration for failing to take the lead in confronting global warming, calling it a 'dishonest' and 'self-destructive' approach.

'We're not in a cycle,' Moser said adamantly. 'We're definitely pushing the temperature and the averages of climate variables out of the range of variability that we've known.'"

Wikipedia, (notorious for having the largest collection of laughably erroneous data on the Internet), notwithstanding, perhaps you would do better to peruse some actual scientifically-oriented sites.

Dr. George Reid, senior NOAA scientist, examined the sea surface temperature record for the last 130 years and found an interesting correlation with the 11 year running mean sunspot number (Reid, 1987, 1991). Though not identical, the two time series have several features in common, including a prominent minimum during the early 1900s, a steep rise to maximum in the 1950s, a drop in the 1960s and early 1970s, and then a rise that continues to date. Sea surface temperature data are from the British Meteorological Office, Hadley Centre for Climate Prediction and Research. An updated improved version of these data will be provided soon and will reside in our ftp anonymous account under the GLOBAL_CHANGE subdirectory.

Drs. Eigil Friis-Christensen and K. Lassen, Danish Meteorological Institute, studied the length of the solar cycle as an indicator of solar activity closely associated with climate change (Friis-Christensen et al., 1991). They used the Northern Hemisphere land air temperature during the past 130 years and found a good correlation with the length of the solar cycle. While the temperature data do show the enhanced greenhouse effect due to increased CO2 in the atmosphere, it also shows a departure from this trend from 1940 to 1970. This occurs simultaneously with a decrease in solar activity as seen in the solar cycle length database."

"Although the processes of climate change are not completely understood, an important causal candidate is variation in total solar output. Reported cycles in various climate-proxy data show a tendency to emulate a fundamental harmonic sequence of a basic solar-cycle length (11 years) multiplied by 2^N (where N equals a positive or negative integer). A simple additive model for total solar-output variations was developed by superimposing a progression of fundamental harmonic cycles with slightly increasing amplitudes. The timeline of the model was calibrated to the Pleistocene/Holocene boundary at 9,000 years before present. The calibrated model was compared with geophysical, archaeological, and historical evidence of warm or cold climates during the Holocene. The evidence of periods of several centuries of cooler climates worldwide called "little ice ages," similar to the period anno Domini (A.D.) 1280-1860 and reoccurring approximately every 1,300 years, corresponds well with fluctuations in modeled solar output. A more detailed examination of the climate sensitive history of the last 1,000 years further supports the model. Extrapolation of the model into the future suggests a gradual cooling during the next few centuries with intermittent minor warmups and a return to near little-ice-age conditions within the next 500 years. This cool period then may be followed approximately 1,500 years from now by a return to altithermal conditions similar to the previous Holocene Maximum."

There are many, many, oh so many others.

Frankly--sadly--"human caused global warming" being politically correct, it is easy for any hack to get funding on this issue, (and they do--in droves). Unfortunately, it is also very easy to get snubbed and shouted down if you try to point out any other means of weather variation. It's psychologically much easier to find deficiencies your own kind than the in sun.

And anyone would be frightfully naive to hand over this "debate"--or should I say, the welfare of mankind--to politicians. Or to Luke and Clem over in the holler. This issue is one purely of science. How tragic if it became one of "Okay, I'll get my fellow senators to fund your billion-dollar quantum-climatological-discombobulator, but only if it gets built in my district--I don't give doodly-squat about science."

First, let me say the the title, "Air Force Aims for Weather Control" is pure, grossly misleading sensationalism.

A careful reading of the article reveals nothing in this project that can possibly affect the weather. What the project intends is a modification of the electrical properties of the "heavyside" layer; a charged portion of the ionosphere which commonly reflects radio signals of certain wavelengths and allows the penetration of other wavelengths. This ionospheric property is well-known to amateur radio operators, who make use of it for long-range communications.

Changing the electrical characteristics of a portion of this layer to modify the dispersion of radio waves over a localized area will have absolutely no effect on weather--"weather" occuring at much lower altitudes.

Secondly, no--the Van Allen belts were not "blown up" in 1958 or at any other time in history, with a nuclear bomb or by any other means. Anyone who believes that such an event would have gone unnoticed by the thousands of astronomers around the world who monitor the skies day and night with a vast array of instruments, is lacking some vital neuronal connections.

Thirdly, for those severely underinformed individuals who have inappropriately chosen to use this article as an excuse to rant on "human-caused global warming" let me say, in my capacity as an astrophysicist, that...ahem...THE SUN IS A VARIABLE STAR!

The radiative output of the sun is not now a constant, it never has been a constant, and it never will be a constant.

An appalingly slight change in the sun's radiative output has major consequences on Earth's weather and climate. Several years ago, the sun entered a cyclic "Solar Maximum", which should--so we thought--have declined soon after but still has not fully done so. Hence, more radiative "warmth" reaching the earth to create and power a multiplicity of hurricanes such as Katrina, melt glaciers, and change ocean currents along with any number of other effects.

Small changes in the sun's output--often in combination with geophysical and astrophysical quantities such as variations in Earth's magnetic flux--have been responsible for the frequent ice ages, as well as periods of enhanced warmth. A solar-caused "global-warming" was responsible for the Viking Age, during which the vikings colonized a portion of Greenland which they so-named because it truly was green and abundant, (contrary to the opinions of some historians). Centuries later, the vikings were faced with yet another change in the solar output: Greenland became so cold as to be uninhabitable for them.

Those who point to mankind as the prime mover and shaker in climatic change have no convincing empirical evidence to support their contentions. Indeed, all one need do is take simple measurements of solar radiation over time and chart the variations in solar output to see where the real problem lies.

Frankly, I would welcome a means of controlling the Earth's weather because of the sun's erratic behavior--not to mention catastrophic volcanic events such as Krakatau and Pinatubo--and I for one, have no desire to live on top of a mile-thick sheet of ice in Montana, or England, or Germany.

And there will, otherwise, be massive glaciation on Earth yet again whether mankind contributes to it or not. Long Island will once again be a tropical paradise whether or not mankind is still around. It's all just a matter of time--and simple physics.

In 1958 Van Allen belts were blown up with nuclear bombs. Reason? To increase the number of Van Allen belts...to increase the energy in the electrojet. Geophysical warfare is nothing new...storm can't be manufactured..they just add energy to one...to make it worse. They can then manipulate jetstreams to change trajectory of a given storm. Geophysical warfare is nothing new...it was used in Vietnam war. For instance...project Skyfire and project Stormfury...projects that created storms and tried to deplete the ozone layer over Vietnam. This tactic was used in conjunction with chemical agents etc...Because of these projects...A UN resolution/treaty states you can not use earths system as a warfare agent/modifier. However, this treaty is loosely worded.
In 1972 both projects skyfire and stormfury were cancelled...however, both were reactivated and refunded in 2003. It is very technical, but near the bottom it explains in simple language the purpose of the patent - to control the weather, a missile shield, a way to stop communications. The reason for not announcing it is due to religious beliefs it would cause the world to go into panic. As an aside, "weatherwars" is a bunch of, you will excuse me, "bravo sierra", and if you get your ideas of what HAARP is from Begich et al you need to go floss your brain.

This device enhances the reflectivity of the ionosphere in the area. It's not "mad science". We've been looking at that forever. If you can excite the ionosphere over the interdict area you can cut off high frequency comms from passing through it, thus blocking the satcomm signals.

A similar trick lets you build plasma mirrors for OTH radar, although you couldn't do that with this particular gimmick.

However, it is possible to do. And Real Soon Now we'll be able to interdict satcomm in an area, or interdict SAR imagery from enemy orbital assets.

This has actually been around for quite a while. HAARP in Alaska has been used extensively to test modification to various parts of the atmosphere.
